This ground-up development for a public charter school owner & operator consists of instructional classrooms, administrative office space, and subterranean parking. Despite the Los Angeles City Planning Department confirming no discretionary entitlement approvals would be required, and that the project’s educational use would be approved by-right, we were ultimately mandated to obtain a Conditional Use Permit (CUP) approval on the Planning Department's own technicality error. Working with local community organizations and political officials enabled us to obtain the necessary project approvals from the Los Angeles City Council’s Planning and Land Use Management Committee (PLUM).
Further complicating the project, the Los Angeles Department of Water and Power (DWP) refused to underground their existing overhead high voltage power lines bifurcating the property, so we instructed our architects & engineers to configure the site plan, building design, and maximum allowable building height to conform to DWP clearances and development standards. The project was successfully delivered on time and under budget.
